MASTERPLANNED COMMUNITIES
CLE Town Planning + Design has an unparalleled record of excellence in master-planned greenfield urban design and planning. Our body of work demonstrates CLE Town Planning + Design’s appetite for innovation and ability to work very successfully with local and state governments (as developers and/or approval authorities) and with a wide range of private developers and their multi-disciplinary teams.
ALBION DSP, Brabham
Stockland, Parcel Property, Peet, Department of Communities
CLE Town Planning + Design has played a leading role in the planning and design of the Swan Urban Growth Corridor in the City of Swan. Our involvement began in the 2000s with the preparation of a District Structure Plan for the urban precinct known as Albion, and we have since worked with the likes of Stockland, Parcel Property, Peet and the Department of Communities to prepare Local Structure Plans.
We have also co-ordinated subdivision approvals, development applications and Local Development Plans for a variety of residential and commercial land uses and provided input to Clients on Development Contribution Plans, Due Diligence exercises and general planning and design matters.
We have seen the corridor develop from a vacant district of under-utilised rural land into a thriving community – the new suburb of Brabham – that exhibits a mix of housing typologies and a range of community and commercial services and facilities. We are now looking ahead to the future with the soon to be operational Whiteman Park METRONET station, which will bring a range of further investment and development opportunities.

PARKERVILLE
Eastcourt
Planning and development has been a contested, complex topic in the Perth Hills. One of two urban-zoned precincts in the Shire of Mundaring, the North Parkerville landholding owned by Eastcourt has constraints requiring creative solutions. Working with an experienced project team, CLE Town Planning + Design took our client’s vision of a rural-residential estate and turned it into a reality through a collaborative design process, committed consultation and negotiation with the local government, State agencies and the WAPC, and a patient, methodical approach.
Particular achievements for this site included demonstrating how a rural-residential proposal could be approved in the context of an outdated planning framework that did not contemplate the outcome, balancing bushfire risk management measures with environmental considerations, and delivering an innovative approach to vegetation retention using two-tiered building envelopes, environmental covenants and tailored solutions for water management. The resultant subdivision approval is an exemplar for rural-residential subdivision in vegetated peri-urban locations and enables planning and development in the Parkerville area to be rounded off and completed.

Lendlease
CLE Town Planning + Design, along with our Client Lendlease, have successfully delivered the first approved proponent lead District Structure Plan under the WAPC’s Sub- Regional Planning Frameworks. The DSP covers around 500ha and will create approximately 5,500 new homes with a population of 16,500 people supported by a Neighbourhood Centre, four primary schools a high school and a network of open space.
This new community will be easily accessible to the major employment node at Bullsbrook and connected via high frequency bus to the METRONET station at Ellenbrook. CLE Town Planning + Design continue our work with Lendlease through the MRS and LPS Amendments, structure planning and subdivision to realise the next significant master planned community in the north east corridor.
