Albion DSP, Brabham

Stockland, Parcel Property, Peet, Department of communities

CLE has played a leading role in the planning and design of the Swan Urban Growth Corridor in the City of Swan. Our involvement began in the 2000s with the preparation of a District Structure Plan for the urban precinct known as Albion, and we have since worked with the likes of Stockland, Parcel Property, Peet and the Department of Communities to prepare Local Structure Plans. 


We have also co-ordinated subdivision approvals, development applications and Local Development Plans for a variety of residential and commercial land uses and provided input to Clients on Development Contribution Plans, Due Diligence exercises and general planning and design matters. 


We have seen the corridor develop from a vacant district of under-utilised rural land into a thriving community – the new suburb of Brabham – that exhibits a mix of housing typologies and a range of community and commercial services and facilities. We are now looking ahead to the future with the soon to be operational Whiteman Park METRONET station, which will bring a range of further investment and development opportunities.

Yanchep Two Rocks

Tokyu Corporation

As well as the exciting Yanchep City Centre development (see our Activity Centres page), CLE is the driving force behind the design and planning of a significant proportion of the Yanchep-Two Rocks District Structure Plan area. We look after the Indi estate with Parcel Property, and the North Two Rocks and East Two Rocks Local Structure Plan areas for the Tokyu Corporation - comprising 10,300 lots and 6,000 lots respectively, with related commercial, education and recreation facilities. More than anything, this group of projects demonstrates CLE's long-term and significant experience and competence delivering design and planning for significant new urban areas, well ahead of time, to enable housing supply to come on stream when market conditions permit.

North Ellenbrook DSP

Abadeen

CLE, along with our Abadeen, have successfully delivered the first approved proponent lead District Structure Plan under the WAPC’s Sub- Regional Planning Frameworks. The DSP covers around 500ha and will create approximately 5,500 new homes with a population of 16,500 people supported by a Neighbourhood Centre, four primary schools a high school and a network of open space.

 

This new community will be easily accessible to the major employment node at Bullsbrook and connected via high frequency bus to the METRONET station at Ellenbrook. CLE continue our work with Abadeen through the structure planning and subdivision to realise the next significant master planned community in the north east corridor.

Lancelin South

Lancelin South is a large-scale coastal masterplan designed to deliver sustainable growth, high amenity coastal living, and a vibrant community that balances lifestyle, environment, and the amenity that families need to thrive. Located on Western Australia's stunning Turquoise Coast, Lancelin South represents a significant growth opportunity in the Shire of Gingin which can sustain long-term regional growth that offers seamless connection to the existing Lancelin townsite that respects the site’s celebrated natural features.

 

CLE has played an important role in progressing the planning and design for Lancelin South, to support orderly growth and the community aspirations of this significant coastal project. Our involvement has spanned concept planning, structure planning, and the coordination of multidisciplinary inputs — informing the land use, housing diversity, local centres, and open space responses to address housing supply and maintain the sites unique environmental landscape.

 

Working collaboratively with local government, state agencies, and technical specialists, CLE has and continues to help ensure the staged delivery of development across the site.

North East Baldivis

Stockland

The North East Baldivis District Structure Plan (DSP) was prepared on behalf of Stockland and covers approximately 760 hectares of land to the northeast of the Kwinana Freeway and Mundijong Road intersection. Preparation and lodgement of the DSP proceded several years of engagement and advocacy which led to the land’s identification as ‘Urban Expansion’ in 2022. The DSP will deliver in the order of 6,000 homes supported by district-level community facilities including a new high school, district open space and two activity centres. The DSP also proposes the ‘Wellard Trades Hub’ – a unique employment node that aims to grow emerging, trade-based businesses in the region and provide early employment opportunities.

 

The DSP responds to the floodplain characteristics of the land, establishing a spatial plan and management framework for a network of multiple use corridors that are required to convey large volumes of stormwater in extreme rainfall events. With the first stage precinct zoned for urban development since mid-2025,  local structure planning and subdivision design is progressing for first stages of the newest upcoming masterplanned community in the south west corridor.
